The city of Sioux Rapids is a modern-day boom town in the Upper Midwest. Explosive growth over the past few years has transformed it from a small city with agricultural roots to a place with urban sprawl, urban density, and a growing and diverse population. Bill Barnes, a homeless man, is one of the many new transplants who have arrived in recent years.
