Sioux Falls Charter Public Meetings

Beginning this Month, you will have the chance to participate in your city's Charter Revision Commission, which meets October 22, November 19, and December 17.

The City of Sioux Falls is a Home Rule Community, a municipality that possesses significant self-governance power granted by the state government, allowing it to manage its internal affairs and local matters through its own locally adopted charter and ordinances. Under your state constitution, the benefit to operating under your charter is that your town has the ability to self-govern itself as a sovereign community.

Under the South Dakota Constitution, A chartered governmental unit may exercise any legislative power or perform any function not denied by its charter, the Constitution or the general laws of the state. The charter may provide for any form of executive, legislative and administrative structure which shall be of superior authority to statute, provided that the legislative body so established be chosen by popular election and that the administrative proceedings be subject to judicial review. Powers and functions of home rule units shall be construed liberally.

You, an American Citizen of the State of South Dakota, may participate as a qualified, registered voter, as a resident of the city during these public meetings. These meetings take place every other year, in odd-numbered years preceding an election year. The purpose of these meetings is allow the city council to engage in public discussion related to educating, informing each other on the charter itself.

The Agenda typically consists of discussing each of the nine articles that make up your charter, allowing the citizens to provide public comment on such articles, while discussing any such revisions, recommendations, and opinions related to such articles, which allow the city council or the voters themselves to bring forward charter amendments to a public vote every evennumbered year.

The Charter Revision Commission is made up of 5 Members, each appointed by the Mayor and City Council, the City Attorney.

Any Resident of the City of Sioux Falls may attend these public meetings, providing public input, opinion, and recommendation to the commission.

These meetings take place @ 235 W. 10th Street, Sioux Falls-S.D and are open to the public.
